Galatasaray have not made Arsenal an offer and negotiations are not at an advanced stage.
The Istanbul giants have prioritised signing a central midfielder and the Egyptian international is on the shortlist.
Galatasaray will make Arsenal an enquiry regarding his availability and price.
The Lions would not however, be prepared to sign Elneny on a permanent deal and would want him on loan.
Elneny does have three years remaining on his Arsenal contract and is understood to be happy in London.
The 25-year-old started just eight Premier League games for the Gunners last season and appeared in a total of 14 clashes.
