Per the source, the Potters will face competitions from Newcastle United and Swansea City.
Stoke are reported to be keen on adding experience to their backline and have identified Skrtel as a potential option.
It is worth nothing that Newcastle boss Rafa Benitez was responsible for signing the centre-back during his time in charge of Liverpool.
Fenerbahce manager Aykut Kocaman is determined to keep hold of both his first-team centre-backs Skrtel and Simon Kjaer.
The Yellow Canaries are however, facing Financial Fair Play (FFP) pressure and could be forced into making a choice over selling Skrtel or Kjaer.
Skrtel has another two-years remaining on his contract and made 49 appearances in all competitions for the Yellow Canaries.
