Barcelona winger Arda Turan made his first start since joining the reigning La Liga champions and his side were leading until the last minute when Latvia equalised with a powerful drive form outside the area.
Galatasaray captain Selçuk Inan gave Turkey the lead with a powerful effort from just outside the penalty area but Sabala replied in the first minute of additional time with a goal from similar distance.
The draw leaves Turkey needing to beat Netherlands in their next game to move up into third place.
Iceland beat Netherlands 1-0 and Czech Republic recorded a 2-1 victory over Kazakhstan in Group A’s other game.
