The Turkish giants want to sign Niang on a season-long loan deal with an option to buy included.
Fenerbahce have set aside €3 million per season for the young star.
According to Goal, Everton Director of football, Steve Walsh travelled to Italy last month in a bid to sign Niang.
However, Calcio Mercato claims that Niang put talks with Everton on hold to wait for Arsenal to make a move.
