Fenerbahce had been closely linked with a £12 million bid for the Bosnian international during the winter transfer window. The Bosnian international scored 26 goals last season and played an important role in helping City lift the Premier League title but has struggled this season.
Dzeko only has six goals in all competitions this season and the £28 million arrival of Wilfred Bony is expected to push Dzeko further down the pecking order.
The Yellow Canaries are targeting a marquee transfer in the summer and Dezko could fit the bill perfectly.
