The Lions are prepared to offer Bony £2 million per-season [€2m].
Galatasaray have made singing a new striker a transfer priority.
Lukas Podolski will leave over the summer, Sinan Gumus is closely linked with Benfica and Eren Derdiyok faces an uncertain future.
City signed Bony for £28 million from Swansea City back in 2015 (BBC) but he has struggled for playing time and was loaned out to Stoke City last summer.
Bony has struggled for form at Stoke and has scored just twice in 11 games this season.
The 28-year-old striker played just 690 of Premier League football over the 2016-17 campaign.
Galatasaray would be able to offer Bony first-team and European competition football next season if he were to join.
