The report claims that Beşiktaş have held talks with the players agent and that negotiations are still underway.
Vlaar has also been closely linked with Southampton, Napoli and Süper Lig giants Galatasaray.
The Lions have made strengthening their defence a priority following and Wesley Sneijder is reported to have advised his fellow Netherlands national team compatriot to consider moving to Turkey.
Süper Lig clubs werey only permitted to sign nine foreign players and Galatasaray as well as Beşiktaş had already filled their quota.
However, both sides would be able to sign Vlaar now as the foreign player restrictions are being relaxed next season, Süper Lig clubs will be able to sign 14 non-Turkish players.
