Babel has been closely linked with Besiktas over the last week and Galatasaray are also rumoured to be interested in the experienced winger.
The Dutch international scored a total of 22 goals in 146 appearances for Liverpool between 2007-11 and later joined Kasımpaşa on a free transfer from Ajax in 2013.
The 28-year-old scored nine goals and five assists in 29 appearances for the Süper Lig outfit this season. Babel has 14 goals and 12 assists in 59 appearances for the Istanbul based side in all competitions.
Beşiktaş are currently without a manager following the resignation of Slaven Bilic. The Black Eagles will also hold a presidential election over the summer.
The Istanbul giants finished the league in third place and booked a place in the Europa League group stages next season.
