Erkin burned bridges with Fenerbahce after falling out with head coach Vitor Pereira and was dropped towards the end of the season.
The 26-year-old was in the last year of his contract and Fenerbahce did not attempt to extend his current deal.
Liverpool and Everton were also in the race for Erkin according to a report from the Express last month.
The details of his contract with Inter are still unknown but he has signed a three-year deal.
Inter boss Roberto Mancini knows Erkin well from his time coaching Istanbul rivals Galatasaray. The arrival of Erkin probably means that on-loan Galatasaray left-back Alex Telles will be returning to Istanbul.
Mancini also signed Felipe Melo from the Turkish Super League last season.
