Newcastle are keen on signing a striker over the winter break as they have struggled for goals this season.
Only four Premier League sides have scored fewer than their 11 goals this season.
The Magpies could however, face competition from Manchester United who are reported to be scouting Tosun according to Fotomac.
United are one of several sides that have started keeping tabs on Tosun after being alerted by his impressive form.
Tosun has four goals and two assists in the Champions League playing a major role in Besiktas making history as the first Turkish side to book a place in the Last 16 as group leaders.
A source close to Besiktas told Turkish-Football that club president Fikret Orman does not not want to sell Tosun in January and that only a transfer fee matching his £30 million [€34m] valuation would be enough to prize him away.
The Turkish international star striker does have another two-years remaining on his current deal.
