The Lions will sign Mor on a one-year loan with the option to buy which is expected to be approximately €6m.
The Yellow-Reds have been locked in talks with Mor for weeks but negotiations stalled after a disagreement between the Turkey international and the sports management company WBD Capital who were representing him.
Galatasaray are set to officially announce the transfer within the next 24 hours.
Mor is no stranger to working under the stewardship of Fatih Terim.
Terim called Mor up to the Turkey national side when he managed the Crescent-Stars and gave the 22-year-old his first international cap.
The experienced manager is credited with being one of the few coaches that have managed to get the best out Mor.
The young winger is widely regarded as being a very talented footballer but his progress has stalled due to poor attitude and behavior.
Mor was dropped from the Celta Vigo side towards the end of last season for repeated disciplinary issues.
