The report also goes onto claim that AC Milan, Atletico Madrid and Chelsea are interested in the 28-year-old.
Turkish-Football recently reported Chelsea interest in Kjaer and confirmed that the Blues have been scouting him throughout the season.
The Blues were closely linked with Kjaer in January but Fenerbahce ruled out any move over the winter transfer window.
Fenerbahce value Kjaer as being worth €20 million.
The powerful centre-back has experienced playing Ligue 1 and Serie A football but has yet to play in the Premier League.
Kjaer is a fan favourite at Fenerbahce and is settled in Istanbul along with his family however, the Yellow Canaries could be forced into considering offers this summer if they fail to book a place in European competition.
Fenerbahce are currently 4th in the league table and must remain in the top four to ensure European football next season.
The Canaries are also under Financial Fair Play investigation and may have to sell their most highly valued players to raise funds for a planned squad overhaul.
Kjaer has been one of Fenerbahce’s stand out players in an otherwise disappointing season.
The centre-back played against United twice in the Europa League group stages. The Red Devils beat Fenerbahce at Old Trafford but lost in Istanbul.
