The Spanish international has until 6pm (GMT) on Thursday to respond to the charge and is expected to appeal.
Costa could risk extending his ban if the appeal is overturned.
The 27-year-old striker was charged following the FA reviewing video footage of the game. The FA decided that Costa was guilty of a stamp on Liverpool midfielder Emre Can on 12 minutes.
The FA released the following statement regarding the incident:
The charge is in relation to an incident involving the Chelsea forward and Liverpool’s Emre Can in the 12th minute of the League Cup semi-final second leg. Following a review of an incident during the game involving Costa and Liverpool’s Martin Skrtel, the FA will not be taking any further action.”
Liverpool manager Brendan Rodgers revealed that he though Costa’s stamp was deliberate in his post-match press conference.
“He could easily hurdle over the young player and he directs his studs right on to his ankle, which could’ve been nasty,” Rodgers was quoted as saying by the BBC.
