The Black Eagles are reported to be offering the Canadian international €1.3 million per-season.
Hutchinson will become a free agent at the end of the season if he rejects the Black Eagles new contract offer.
The 30-year-old midfielder can enter direct talks with other clubs due to his contract set to run out at the end of the season.
Beşiktaş recently completed the signing of HSV Hamburg midfielder Tolgay Arslan. The 24-year-old plays a similar role to Hutchinson which has led to rumours that the Canadian international could be on his way out.
Hutchinson has made a total of 26 appearances for the Black Eagles in all competitions this season.
The 31-year-old was recently voted Canadian Men’s Player of the Year for a third time.
